Which NPA permit fits your port activity?
NPA’s tariff separates access passes from operational permits. The right application depends on who needs access, what equipment will enter and what work will take place inside the port environment.
Personnel port pass
For approved people who need temporary or recurring access to a port location. The request is tied to the person, sponsoring company and purpose of entry.
Vehicle and truck access
For vehicles, delivery units and trucks entering port premises. Vehicle entry and minimum truck safety requirements are billed separately.
Operational permit
For survey, dredging, drilling, pipe laying and other specialised activity. These applications carry higher annual processing fees and technical review.

How to apply for an NPA permit
The official NPA tariff states that applicants should liaise with the issuing department or its representative. Invoices and Remita references are generated through the Tariff and Billing Department at the relevant port or Marina headquarters.

What causes delays in NPA permit processing?
NPA access requests slow down when the sponsor, port location or reason for entry is unclear. Operational permits need more than a company letter because the Authority must review the technical activity and its effect on port operations.
Confirm the exact port and issuing department before payment. An access pass and an operational permit are different applications.
The request does not name the correct port, terminal, department or period.
Personnel names and identity documents do not match the sponsor’s letter.

What is the full meaning of NPA?
NPA means Nigerian Ports Authority. It manages and regulates federal ports, harbours and related facilities in Nigeria.
Who needs an NPA permit?
People, vehicles and organisations that need controlled access or plan to carry out regulated work within an NPA port may require a pass, licence, certificate or technical permit.
Is a port pass the same as an NPA operational permit?
No. A port pass controls entry for personnel or vehicles. An operational permit covers a defined activity such as surveying, drilling, dredging or pipe laying.
What is the difference between a temporary and permanent port pass?
A temporary pass is for short access. The permanent port pass in the NPA tariff is valid for one year, subject to the Authority’s approval and access rules.
How long is an NPA permit valid?
The NPA tariff states that permits, licences and certificates are renewable annually and run within the calendar year. A temporary access pass has a shorter period stated by the issuing department.
How much is an NPA permit?
The official NPA tariff effective from 1 March 2025 lists ₦2,300 for a temporary port pass, ₦5,750 for a one year permanent pass, ₦575 for a vehicle entry permit and ₦805 per document or invoice. Technical permits cost more, with listed annual hydrography fees from ₦172,500 to ₦517,500. Where do I pay NPA permit fees?

Can a company apply for passes for its workers?
Yes, when the company has a legitimate port purpose and supplies the sponsor letter, personnel details and documents required by the issuing department.
What is the difference between NPA and NIMASA?
NPA manages ports and port access. NIMASA regulates ships, maritime safety, seafarers, cabotage and shipping service licences. A marine company can need approvals from both agencies.
