Choose an NCEC category your evidence can support
The current NOGIC JQS application presents eight categories. We group the first assessment around where value is created, who owns the assets and how the equipment will be used in Nigerian oil and gas work.
Facility based capacity
For manufacturing, assembly, fabrication, repair, calibration or other work carried out in an identifiable Nigerian facility with installed equipment and trained personnel.
Owned equipment capacity
For companies with movable equipment and assets that can be tied to the company through invoices, receipts, customs records and physical inspection.
Leasing or partner capacity
For equipment leasing and qualifying partnership arrangements. The agreement, control, availability and investment commitment must be clear and verifiable.
NCEC certificate requirements
NCDMB’s service level schedule combines corporate, financial, equipment and facility evidence. The exact uploads depend on the selected category and the assets presented for inspection.
Active NOGIC JQS company account and completed profile
CAC records, Forms CO2 and CO7 or current equivalents
Relevant valid NUPRC permit and current Tax Clearance Certificate
ISO certificate where applicable, NSITF evidence and audited financial report
Equipment invoices, receipts, bill of lading and clear ownership schedule
Facility photographs, contract evidence, capitalization and a realistic investment plan
How to apply for an NCEC certificate
NCDMB’s official service procedure directs companies to log in to NOGIC JQS, open NCEC Management, choose the suitable category, complete the fields and upload the supporting documents before submission.
1. Check eligibility
Confirm that the company profile is active and the facilities or equipment can support one of the NCEC categories.
2. Build the evidence
Organise corporate, permit, tax, financial, equipment ownership, facility and certification records.
3. Complete NCEC Management
Create a new application, choose the category and enter every asset and facility detail carefully.
4. Submit for inspection
Review the file, submit it and prepare original documents, equipment and facilities for NCDMB verification.
5. Resolve and download
Answer any query, complete the inspection requirements and download the approved certificate from the portal.
What delays an NCEC application?
NCEC is an evidence and inspection process. A polished company profile cannot replace proof that the listed equipment exists, belongs to the applicant or is available under a valid arrangement.
NCDMB can inspect the facility and request original documents. Upload only assets and claims that can be verified physically and on paper.
The NOGIC JQS company profile is incomplete or the petroleum permit is expired.
The selected category does not match the facility, equipment or business model.
Invoices, receipts and bill of lading do not establish clear equipment ownership.
Facility photographs, installed equipment and uploaded records do not agree.
The applicant cannot present original documents or the listed assets during inspection.

What is the full meaning of NCEC?
NCEC means Nigerian Content Equipment Certificate. It is issued by NCDMB to eligible companies with verifiable equipment, facilities and Nigerian value creation capacity.

How long does NCEC processing take?
NCDMB’s service level schedule lists thirty working days for NCEC when the file is complete. Facility inspection, document queries or difficulty verifying assets can extend the practical timeline.
How much is an NCEC certificate?
NCDMB’s December 2025 NCEC guidance note states that the Board does not require payment for NCEC application, processing or approval. The official fee is therefore ₦0. Do not pay anyone who presents a regulator charge. Visit or contact us if you want help preparing the file without losing money to a process you do not understand.
Does NCDMB inspect equipment before issuing NCEC?
Yes. NCDMB may inspect the facility, equipment and assets and ask to see the original documents uploaded with the application. The physical assets must match the portal entries.
How do I verify or download an NCEC certificate?
Approved certificates can be downloaded through the company portal. NOGIC JQS also provides a certificate verification search for supported NCDMB certificates using the certificate details.
