NMDPRA permit for midstream and downstream petroleum operations in Nigeria

Do you need an NMDPRA permit?

The Nigerian Midstream and Downstream Petroleum Regulatory Authority regulates processing, refining, transportation, storage, distribution, retail and gas operations after production. Your required approval depends on what your company does and whether you operate a facility.

A service contractor, fuel retailer, LPG operator and depot owner do not use one common application. Review the permits and registrations we process if your work crosses more than one part of the oil and gas industry.

Operations that usually require NMDPRA approval

Which NMDPRA application fits your business?

NMDPRA operates several portals because a service company permit is different from a facility licence or a product movement authorisation. We start with the activity, location and facility status before choosing the route.

01

Industry service permit

For companies that provide covered services to midstream and downstream operators. MDOGISP groups applications into General, Major and Specialized categories, with different evidence and fees.

02

Facility licence

For retail outlets, LPG plants, depots, refineries, lube plants and other regulated facilities. The stages may include licence to establish, construct and operate.

03

Product and logistics approval

For petroleum product imports, coastal vessels, trucking, barging and related movement activities. Each route has its own portal, payment and supporting documents.

NMDPRA permit requirements

The final checklist depends on the activity and application stage. A normal company file starts with the records below, then adds the technical documents required by the selected portal.

1

CAC Certificate of Incorporation and current company records

2

Memorandum and Articles of Association with objects that cover the activity

3

Tax Identification Number and current Tax Clearance Certificate

4

Company profile, staff details, equipment list and relevant experience

5

Facility drawings, land or lease evidence and safety documents where a facility is involved

6

Technical licences, professional approvals and activity specific evidence requested by the portal

How to apply for an NMDPRA permit online

NMDPRA publishes separate official portals for each regulated activity. The correct portal and approval stage must be confirmed before payment because fees are tied to the selected application.

1. Define the activity

State what the company will do, where it will operate and whether it owns or uses a regulated facility.

2. Choose the portal

Match the activity to MDOGISP, ROMS, LPG, depot, refining, import or another NMDPRA portal.

3. Prepare the file

Review corporate records, tax documents, staff evidence, equipment and every facility specific requirement.

4. Complete and pay

Enter the application details, upload clear documents and pay only the amount generated for the correct class.

5. Track the review

Answer document queries, arrange inspection where required and download the approval after grant.

What delays an NMDPRA application?

Most delays come from choosing the wrong portal or paying before the company file supports the selected activity. A facility application also fails when the physical site and uploaded drawings tell different stories.

NMDPRA states that application payments are not refundable. Confirm the class and checklist before you pay.

The company applies through the wrong NMDPRA portal or approval stage.

CAC objects, tax records or company details do not match across the file.

Facility drawings, land evidence or safety documents are missing.

Equipment, staff competence or prior experience cannot support the selected service.

Payment is made before the complete activity specific checklist is ready.

NMDPRA permit FAQs

These answers cover the questions businesses ask before they choose an NMDPRA portal or make payment.

What is the full meaning of NMDPRA?

NMDPRA means Nigerian Midstream and Downstream Petroleum Regulatory Authority. It regulates petroleum processing, refining, transportation, storage, distribution, retail and gas activities in Nigeria.

It is a licence, permit or authorisation for a regulated midstream or downstream activity. The exact approval depends on whether you provide services, operate a facility, move products or import petroleum products.

NMDPRA regulates midstream and downstream operations. NUPRC regulates upstream exploration, development and production. Some businesses need approvals from both because they work across the value chain.

Use the portal for the actual activity. Service companies use MDOGISP, while retail, LPG, depot, refining and product movement applications use their dedicated systems.

Common documents include CAC records, Memorandum and Articles, tax records, a company profile and an equipment list. Facility and specialised applications require extra drawings, safety records, technical approvals and staff evidence.

The MDOGISP guidance states that General and Major service permits may be processed within three working days after payment confirmation. Specialized and facility applications can take longer because of technical review, inspection or document queries.

The official MDOGISP fee table lists total application amounts of ₦5,500 for General, ₦27,500 for Major and ₦257,500 for Specialized service permits. Facility and product licences use different schedules. Visit or contact our team before payment so we can confirm the right class and help you avoid losing money on a non refundable application you do not understand.

Validity depends on the approval type. Many operating and service permits require periodic renewal. Check the expiry date on the issued document and begin the renewal before it lapses.

Some facility routes have establishment and construction stages before an operating licence. Do not apply for an operating stage until the site, equipment and inspection evidence meet that stage’s requirements.
